Amends the Public Employee Retirement Benefits Forfeiture Act (1994 PA 350) to expand the definition of "felony arising out of his or her service as a public employee" to include felonies resulting from misuse of public funds and receipt of bribes or financial benefits in a public employee's capacity.

Defines "retirement health benefit" as annuities, allowances, payments, or contributions for members, former members, retirants, or dependents to pay for medical, dental, hearing, vision, drug expenses, insurance premiums, and life/disability/long-term care benefits.

Clarifies that "retirement benefit" includes retirement health benefits, reversing prior language that excluded health benefits from the definition.

Establishes definitions for key terms including "member" (members, vested former members, deferred members, or participants of a retirement system), "retirant" (individuals who have retired with a retirement benefit), and "retirement system" (public employee retirement systems established by the state or political subdivisions).
