Prohibits persons from delivering or contracting to deliver municipal solid waste generated outside the United States to landfills or incinerators in Michigan.

Prohibits owners or operators of Michigan landfills and incinerators from accepting or contracting to accept municipal solid waste generated outside the United States, including incinerator ash.

Restrictions apply only after Congress enacts legislation authorizing such prohibitions under the Commerce Clause of the U.S. Constitution.

Restrictions do not take effect until 90 days after the effective date of the authorizing federal legislation.
