Replaces mandatory language "shall" with "must" throughout section 3 of the Open Meetings Act for consistency with modern drafting standards.

Clarifies that attendees at public body meetings have the right to tape-record, videotape, broadcast live on radio, and telecast live on television without requiring prior approval from the public body.

Changes language regarding public comment from "shall be permitted to address" to "may address" meetings under rules established by the public body.

Removes the phrase "in order" from provisions allowing public bodies to establish reasonable rules to minimize meeting disruptions.

Adds homicide review teams to the list of bodies exempt from Open Meetings Act requirements, joining existing exemptions for workers' compensation and employment relations commissions.

Takes effect 90 days after enactment and is contingent on passage of Senate Bill No. ____ or House Bill No. 5927.
