Establishes a rural hospital access pool with a minimum annual allocation of $26,000,000 from the Department of Human Services general fund beginning in fiscal year 2019.

Allocates $7,978,300 annually to sole community hospitals and rural hospitals providing obstetrical care to Medicaid beneficiaries, divided proportionately based on Medicaid deliveries from the second preceding fiscal year.

Distributes remaining pool funds first to reimburse sole community hospitals, critical access hospitals, and rural hospitals for unreimbursed costs for Medicaid fee-for-service inpatient and outpatient services, then allocates any surplus based on Medicaid managed care outpatient payments.

Limits any single hospital to a maximum of 10% of total rural hospital access pool funding in any fiscal year.

Defines eligible hospitals as critical access hospitals, sole community hospitals, and rural hospitals with 50 or fewer staffed beds located in counties with populations not exceeding 165,000 and cities/villages/townships with populations not exceeding 15,000.
