Amends the fire safety law to allow fire department commanding officers to enforce local no burning restrictions and bans on consumer fireworks when environmental conditions are elevated to extreme or very high fire conditions, or when very high conditions persist for 72 consecutive hours.

Grants the governor, Department of Natural Resources, or state fire marshal authority to enforce statewide no burning restrictions and fireworks bans under the same fire condition criteria.

Requires fire department commanding officers to lift fireworks bans within 24 hours of fire conditions being downgraded from extreme or very high, and to notify the public of the restriction's removal using the same communication method used for the announcement.

Defines "consumer fireworks" according to the Michigan Fireworks Safety Act of 2011.

Ties the effectiveness of this act to the enactment of House Bills 5939 and 5940 in the 99th Legislature.
