Amends the Michigan Criminal Code sentencing guidelines to add a new felony offense for threatening to commit a violent act against school students or employees on school property with an overt act toward completion or with specific intent, classified as a Class D felony with a maximum sentence of 10 years.

Establishes sentencing guidelines for firearm and weapon-related offenses including discharging firearms from vehicles, at dwellings, and at emergency vehicles, with penalties ranging from 2 years to life imprisonment depending on the severity and resulting injuries.

Takes effect 90 days after enactment, contingent upon House Bill No. 5942 of the 99th Legislature also being enacted into law.

Applies to multiple firearm and dangerous weapon violations including unlawful possession, carrying concealed weapons, armor piercing ammunition, and felon in possession of firearms.
