Amends the 1909 Village Incorporation Act to clarify village charter provisions regarding trades, occupations, amusements, and liquor licensing within village boundaries.

Permits villages to regulate occupations and amusements subject to the local government occupational licensing act, and allows villages to suppress saloons but not permit liquor sales in counties where prohibited by state local option law.

Authorizes villages to adopt and enforce section 625(1)(c) of the Michigan Vehicle Code by reference, with violations punishable by up to 360 hours community service, 180 days imprisonment, or fines of $200-$700.

Confirms village authority to establish departments for general welfare, control streets and public spaces, assess special districts, purchase property, provide utilities outside corporate limits, and enforce police and sanitary ordinances.

Takes effect retroactively to January 1, 2018, contingent on the enactment of House Bill 5955.
