Allows township boards to adopt ordinances regulating public health, safety, and general welfare, including fire protection, bicycles, traffic, parking, business licensing, public amusements, and public nudity.

Permits townships to establish police departments to enforce township ordinances and state laws, or contract with county sheriffs, state police, or other law enforcement agencies for enforcement.

Authorizes townships to adopt state statutes with maximum imprisonment periods of 93 days or less by reference in an ordinance, with exception for Michigan Vehicle Code section 625(1)(c) which allows up to 180 days imprisonment.

Defines "public nudity" as knowing or intentional display of genitals, anus, or female breast with less than fully opaque covering in public or for payment, with exceptions for breastfeeding and protected material.

Takes retroactive effect January 1, 2018, contingent on enactment of House Bill No. 5955.
