Amends Michigan's 1909 city incorporation act to clarify city powers regarding regulation of trades, occupations, and amusements, making such regulations subject to the local government occupational licensing act.

Establishes that cities may regulate or prohibit public nudity, defined as displaying genitals or anus without fully opaque covering, or female breast without opaque covering of nipple and areola, in public places or for payment.

Exempts breastfeeding, material defined under state obscenity law (1984 PA 343), and sexually explicit visual material (1978 PA 33) from public nudity regulations.

Allows cities to adopt Michigan Vehicle Code section 625(1)(c) by ordinance with penalties including community service up to 360 hours, imprisonment up to 180 days, or fines of $200-$700.

Takes effect retroactively to January 1, 2018, contingent upon enactment of House Bill 5955.
