HB 5968 Summary

• Requires school districts, intermediate school districts, public school academies, and nonpublic schools to develop and implement emergency response plans by November 1, 2019, in conjunction with local law enforcement agencies.

• Emergency response plans must address at least 19 types of emergency situations including natural disasters, power outages, biological/chemical/nuclear exposure, medical emergencies, epidemics, active shooters, weapons on campus, and intruders.

• Plans must include guidelines and procedures for prevention and mitigation, preparedness, response, and recovery for each school building operated by the entities.

• Defines "school building" to include instructional buildings and additions, as well as recreational or athletic structures and fields intended for pupil use.

• Effective 90 days after enactment into law.
