Creates Article 14A establishing a licensing system for adult entertainment business entertainers and managers, with licenses requiring proof of age, tuberculosis and hepatitis B vaccination, human trafficking awareness training, and background checks for specified criminal activity.

Establishes a 9-member board consisting of 2 licensed entertainers, 4 licensed managers, and 3 public representatives to oversee the licensing of entertainers and managers in adult entertainment businesses.

Requires annual reporting to the governor and legislature on the number of licensed entertainers and managers, fees collected, fines paid, denied license applications, and violations investigated under the article.

Designates board member term commencement dates for adult entertainment business managers and entertainers as July 1.

Prohibits entertainers from transferring licenses to other individuals and requires entertainers to keep their license on premises while performing; licenses are valid for 1 year and applicant information is kept confidential except as required by law or court order.
