Adds Section 1486 to Article 14B of the Occupational Code establishing operational requirements for adult entertainment businesses, including keeping all doors to public areas unlocked and making all rooms readily accessible for inspection by peace officers or department employees.

Requires adult entertainment businesses that provide live entertainment to provide private locker room facilities with shower, sink, and toilet facilities for entertainers and restrict admission to individuals 18 years of age or older.

Mandates that adult arcade operators arrange interior premises so patrons are fully visible from the waist down and limit occupancy to one patron at a time in any booth, cubicle, room, or stall where adult entertainment is provided.

Requires exotic dance studios with VIP rooms to ensure the room is not fully enclosed, has at least one open wall providing public visibility, and maintains an unobstructed view into the room from public areas of the studio.

Takes effect 90 days after enactment and is contingent upon Senate Bill No. ____ or House Bill No. 5972 being enacted into law.
