Prohibits employers from employing individuals under 21 years of age as adult performers, defined as individuals who disrobe or perform unclothed for entertainment at establishments with topless activity permits or other adult-oriented entertainment venues.

Exempts individuals under 21 who were already employed as adult performers before the act's effective date from the minimum age requirement.

First violation is a misdemeanor punishable by imprisonment for not more than 90 days or a fine of up to $5,000, or both.

Second and subsequent violations are misdemeanors punishable by imprisonment for not more than 90 days and a fine of up to $10,000, with each violation treated as a separate offense.

Takes effect 90 days after enactment into law.
