Removes time-limited restrictions on personal watercraft operation for children under 14 that were set to expire October 1, 2011, making age restrictions permanent.

Requires individuals under age 16 to operate personal watercraft only if at least 14 years old and either riding with a parent, guardian, or designated adult 21+ or accompanied by such adult within 100 feet.

Mandates boating safety certificates for individuals born after December 31, 1978 operating personal watercraft, and for both a youth and accompanying adult when operating together.

Prohibits owners or operators from authorizing or permitting personal watercraft operation in violation of these requirements.

Exempts performers in professional exhibitions and participants in permitted regattas, races, marine parades, tournaments, or exhibitions from these restrictions; references the amendments as "Ashleigh Iserman's Law."
