Requires the department to issue initial or renewal licenses or permits for regulated milk activities within 90 days of receiving a completed application.

Department must notify applicants in writing of incomplete applications within 30 days, with the 90-day processing period paused until requested information is received.

If the department fails to issue or deny a license or permit within the required timeframe, it must refund the application fee and reduce the renewal fee by 15%.

Defines "completed application" as one submitted with all applicable fees, fines, and information required by law, rule, or external entities (local, federal, or private), but excludes requirements from other state departments.

Takes effect immediately upon approval (June 29, 2018).
