Allows the Department to refund permit fees and reduce the next renewal fee by 15% if a dispensing permit is not issued or denied within 120 days of receiving a completed application.

Clarifies that determining an application is complete does not constitute approval and does not confer eligibility if an applicant is otherwise ineligible for a license or permit.

Takes effect 90 days after enactment, with approval date of June 27, 2018 and effective date of September 27, 2018.
