Amends Michigan's school code to establish nutritional standards for all school meal programs based on U.S. Department of Agriculture requirements under the National School Lunch Act.

Prohibits schools from publicly identifying, stigmatizing, or discriminating against students unable to pay for meals or with meal debt through wristbands, alternative meals, or other means.

Bars schools from requiring students to perform chores or work to pay for meals, disposing of meals after service, or taking disciplinary actions that delay or deny nutritionally adequate meals to students.

Requires schools to notify parents or legal guardians within 10 days when a student's meal account reaches a negative balance and prohibits charging fees exceeding actual amounts owed for meals previously served.

Establishes minimum allowance of 2 fund-raising activities per week during school hours that may involve sale of non-nutritional food or beverage items, with implementation effective 90 days after enactment.
