Authorizes the Michigan governor to enter into a multi-state Driver's License Compact for sharing information on convictions, driver licenses, and licensing data among participating states.

Requires states to report motor vehicle-related convictions to the home state of the driver and to give the same effect to out-of-state convictions as in-state ones for serious offenses including DUI, felonies involving motor vehicles, and hit-and-run accidents.

Prohibits issuance of new driver licenses to applicants with suspended or revoked licenses from other party states, or who currently hold valid licenses in other states unless surrendered.

Designates the head of each state's licensing authority as the compact administrator with authority to formulate procedures for interstate information exchange.

Takes effect 90 days after enactment, contingent upon House Bill 5542 also being enacted into law.
