Creates the innovative transportation grant fund within the state treasury to receive money and assets from any source, with the state treasurer directing investments and crediting interest earnings to the fund.

Establishes a cap of $10,000,000 on fund balance at fiscal year-end, with excess amounts lapsing to the Michigan transportation fund.

Provides grants through a county and city grant program to county road commissions and cities for road and street construction and maintenance projects using innovative materials, with applicants required to fund at least 50% of project costs.

Limits state grants to a maximum of $1,000,000 per project and $10,000,000 total per year, with the Michigan innovative transportation board prioritizing use of innovative materials or methods as the most important selection criterion.

Requires the department to list all funded projects on its website and takes effect 90 days after enactment, contingent on enactment of HB 6013 and HB 6014.
