Prohibits home health care employers from sanctioning or discriminating against workers who have completed a safety training course and possess a self-defense spray device.

Defines self-defense spray devices as containing no more than 35 grams of orthochlorobenzalmalononitrile/inert ingredients or a solution with no more than 10% oleoresin capsicum.

Requires safety training courses to include 3 hours of instruction on defusing threatening behavior and 3 hours on recognizing dangerous situations and using self-defense spray devices.

Allows employers to sanction workers who refuse to comply with a client's request not to possess a self-defense spray device at the client's residence.

Establishes employer liability for violations including reinstatement, double back pay, interest, special damages, and other remedies to make the employee whole.
