Removes the March 1, 2014 effective date restriction, making free hunting and fishing licenses available to active military members without lottery requirements upon presentation of leave papers, duty papers, or military orders verifying they are stationed outside Michigan.

Extends free hunting and fishing licenses to retired members of the armed forces (Army, Navy, Marine Corps, Air Force, Coast Guard) who can provide evidence of retirement, valid for the applicable season.

Defines "active member of the military" to include individuals described in section 43506(3)(d) or reserve component soldiers, sailors, airmen, or National Guard members called to federal active duty.

Requires reserve component military members claiming the benefit to have been Michigan residents when called to federal active duty and to maintain Michigan residency for driver license or voter registration purposes.

Defines "armed forces" as the United States Army, Navy, Marine Corps, Air Force, and Coast Guard.
