• Allows applicants to obtain official state personal identification cards using a sworn affidavit in lieu of a birth certificate if they cannot obtain one due to unavailable records or prohibitive costs, provided they meet citizenship/legal presence requirements and provide supporting documentation.

• Establishes fee waivers for identification cards for individuals 65 years or older, those with suspended/revoked driver licenses due to disability, individuals with statutory blindness, those adding/removing organ donor designation, and individuals needing cards for voting without other identification who face prohibitive costs.

• Requires the secretary of state to mark cards issued using affidavits to indicate they were issued under alternative procedures complying with federal voter identification standards (6 CFR 37.71).

• Appropriates $1,000,000 from the general fund for the 2017-2018 fiscal year to the Department of State for issuing identification cards and implementing these amendments.

• Takes effect 90 days after enactment and is contingent on passage of HB 6046 and HB 6047.
