Establishes the "Economic Development Incentive Evaluation Act" requiring the Department of Technology, Management, and Budget to contract with evaluators to periodically assess Michigan's economic development incentives.

Mandates evaluations at least every 6 years for incentives funded with $15 million or less annually, and at least every 4 years for larger programs, with evaluations completed within 270 days and reported to legislative appropriations committees within 30 days.

Requires evaluations to assess the history, goals, economic and fiscal impact, effectiveness, and administration of incentives, with recommendations on whether they should be retained, reconfigured, or repealed.

Directs the department to develop a multiyear schedule by February 28, 2019 listing all economic development incentives and their evaluation timelines, updated annually and published on the department's website.

Provides that recipients of incentives, the Michigan Strategic Fund, and relevant agencies receive 30-day advance notice of evaluations and may issue responses before public release.
