Establishes a procedure for individuals to request a preliminary determination from the Michigan Department of Health and Human Services regarding whether past court judgments would disqualify them from obtaining a health occupations license or registration based on good moral character requirements.

Requires applicants to submit a department form identifying the desired license or registration, providing detailed descriptions of any criminal judgments against them, and paying a nonrefundable fee.

Limits the department's review to only the information provided by the applicant and clarifies that an adverse preliminary determination does not prevent future license applications.

Specifies that neither the department nor any board is bound by a preliminary determination when an individual subsequently applies for an actual license or registration.

Restricts individuals to requesting only one preliminary determination per 120-day period and effective date of March 21, 2019.
