Establishes a procedure allowing individuals to obtain a preliminary determination from the department on whether court judgments would likely result in denial of a skilled trades license or registration based on moral character requirements.

Requires individuals requesting preliminary determinations to submit a department form identifying the license type, provide detailed descriptions of criminal proceedings and judgments, and pay a nonrefundable fee.

Department shall only consider information provided by the individual regarding the license type and criminal proceedings when making preliminary determinations.

Clarifies that adverse preliminary determinations do not prevent individuals from subsequently applying for licenses or registrations, and that the department is not bound by preliminary determinations in actual license applications.

Limits individuals to requesting no more than one preliminary determination in any 120-day period; effective date is March 21, 2019.
