Establishes a department procedure allowing individuals to request a preliminary determination on whether past court judgments would disqualify them from obtaining a license or registration based on good moral character requirements.

Requires applicants to submit a form provided by the department identifying the desired license/registration, providing detailed descriptions of criminal judgments against them, and paying a nonrefundable fee.

Limits preliminary determinations to consideration of only information about the specific license/registration type and criminal proceedings provided by the applicant.

Specifies that adverse preliminary determinations do not prevent future license applications and that the department is not bound by preliminary determinations when reviewing actual applications.

Restricts individuals to requesting no more than one preliminary determination within any 120-day period; effective date is March 21, 2019.
