Amends the State License Fee Act (1979 PA 152) to modify licensing fees for barbers, barbershops, barber colleges, and related occupations under Michigan's occupational code.

Establishes application processing fees with two tiers: fees paid by September 30, 2019 are lower, with higher fees beginning October 1, 2003 through September 30, 2019.

Sets examination fees including complete barber examination ($75.00), written portion only ($35.00), practical portion only ($45.00), and instructor examinations at the same rates.

Establishes annual license fees for student barbers ($15.00-$30.00), barbers ($15.00-$30.00), student instructors ($15.00-$30.00), barber instructors ($25.00-$40.00), barbershops ($30.00-$40.00), barber colleges ($150.00), and apprentice barbers ($30.00).

Takes effect 90 days after enactment, contingent on enactment of HB 6061 or Senate Bill (number not specified) in the 99th Legislature.
