School districts, intermediate school districts, and public school academies must install and maintain first aid response kits in each school building they operate.

First aid response kits must contain a tourniquet, bleeding control dressings, compression bandages, protective gloves, a marker, and instructions from the Stop the Bleed program, American College of Surgeons Committee on Trauma, or other department-approved instructions.

All school staff members must receive training on the use and maintenance of the first aid response kits.

School administrators, teachers, and designated school employees using first aid response kits in good faith emergency situations are protected from criminal and civil liability, except for gross negligence or willful and wanton misconduct.

Section 1178b expires and is repealed effective January 1, 2023, with the act taking effect 90 days after enactment.
