Requires K-12 school districts to establish and operate school breakfast programs for all full-time enrolled pupils, subject to exemptions under the new "Breakfast After the Bell" program.

Creates the "Breakfast After the Bell Nutrition Program" requiring schools where 70% or more of enrolled pupils are eligible for free or reduced-price lunch to offer free breakfast to all pupils beginning in the 2019-2020 school year.

Schools that fall below the 70% threshold for 2 consecutive school years may continue the free breakfast program but are not required to do so.

Allows school boards to determine the breakfast serving model that best fits their student population and requires the Department of Education to develop implementation guidelines by November 1, 2019.

Requires the Department of Education to annually collect and publicly report information about breakfast delivery models implemented at participating schools.
