Repeals section 19 of 1925 PA 368 (MCL 247.189), which governs obstructions and encroachments on public highways.

Removes provisions related to telegraph, telephone, power, cable television, and other public utility companies' access to public roads, bridges, streets, and waters.

Eliminates penalties previously established for violations of the 1925 act.

Takes effect 90 days after enactment into law.
