Amends the Michigan Veterans' Facility Authority Act to require annual water sampling and testing at all veterans' facilities operated by the authority for lead and other substances with state drinking water standards under the Safe Drinking Water Act.

Adds requirement that the authority give preference to currently employed Michigan veterans' facility employees when hiring staff for veterans' facilities.

Requires the authority to consider nationally recognized models and guidelines for health care delivery in veterans' facilities and follow civil service commission rules and regulations when determining facility operations and staffing.

Grants the authority powers to solicit gifts and grants, invest funds, procure insurance, employ staff, execute contracts, engage financial and legal advisors, develop or operate veterans' facilities, and solicit federal funding sources.
