HB 6093 Summary

• Replaces archaic language throughout Section 5 of the Home Rule City Act by substituting "shall" with "must" and similar modernizing edits to improve clarity and readability.

• Adds new subsection (3) requiring cities to obtain approval from a majority of electors voting at a general or special election before selling 5 or more acres of city-owned land.

• Maintains existing prohibitions on city powers including taxation rate increases beyond 2%, charter submissions, special elections, bond issuances, and salary reductions for municipal judges.

• Codifies the existing prohibition on minimum staffing requirements in city charters or ordinances, making any such provisions void and unenforceable as of September 13, 2011.
