Expands the definition of "public body" under the Public Body Law Enforcement Agency Act to include intermediate school districts, allowing them to establish law enforcement agencies.

Simplifies the definition of "governing entity" by removing the specific carve-out for qualifying school districts under part 5a of the revised school code.

Extends law enforcement jurisdiction for school district and intermediate school district officers to include all territory within district boundaries and all property owned, leased, rented, or legally controlled by the district outside its boundaries.

Requires school districts and intermediate school districts with law enforcement agencies to enter into memoranda of understanding with overlapping local law enforcement agencies that establish jurisdiction and coordination efforts.

Takes effect 90 days after enactment and is contingent upon the enactment of Senate Bill No. ____ or House Bill No. 6105.
