Allows applicants for motor vehicle registration to submit an optional "recreation passport fee" of $10.00 ($5.00 for motorcycles) with their registration application.

Recreation passport fee authorizes unlimited entry into Michigan state parks, recreation areas, state forest campgrounds, state trailheads, and state-operated public boating access sites until motor vehicle registration expires.

Applicants must indicate on the registration application whether they elect to pay or decline the recreation passport fee; if applicant submits payment by mail, payment constitutes election to pay regardless of checkbox indication.

Secretary of State transfers recreation passport fee revenue monthly to the Department of Natural Resources for deposit as provided in the Natural Resources and Environmental Protection Act.

Fee amounts adjust annually based on cumulative Consumer Price Index changes from October 1, 2010; distinctive marking on registration tabs or stickers indicates passport fee payment and constitutes a recreation passport under state law.
