Removes the "Beginning March 1, 2014" date restriction from deer license eligibility requirements, making the provisions permanent rather than time-limited.

Allows an individual who obtains a private-land antlerless deer license to transfer that license to an immediate family member (defined as spouse, child, step-child, sibling, or parent).

Maintains the $20.00 fee for deer licenses and antlerless deer licenses, with a nonrefundable application fee not to exceed $5.00 for antlerless deer license applications.

Changes mandatory language from "shall" to "must" regarding kill tags that bear the license number and may include other pertinent information required by the department.

Preserves existing provisions allowing residents to purchase second deer licenses and nonresidents to purchase additional licenses for $170.00, with department authority to designate deer types and geographic areas where licenses are valid.
