Mandates consideration of income level and health behavioral criteria including adult obesity rates and access to healthy food and exercise opportunities.

Mandates consideration of clinical care variables such as primary care physician accessibility, health insurance coverage rates, asthma rates, and screening rates for mammography, diabetes, and other significant health factors.

Mandates consideration of physical environmental factors including housing problems and environmental exposures such as water pollution; takes effect 90 days after enactment.
