• Adds Section 613e establishing that pedestrians must cross only within crosswalks or via the shortest route to the opposite curb, and must yield to all vehicles when crossing outside crosswalks; repeals three Michigan Administrative Code rules (R 28.1707, R 28.1709, R 28.1710).

• Amends Section 649 to standardize terminology ("right-of-way" instead of "right of way") and adds new subsection (10) prohibiting vehicles from overtaking or passing vehicles stopped at crosswalks to permit pedestrian crossing.

• Takes effect 90 days after enactment.
