Increases the mailing notice period for the apportionment of benefits review from 10 days to 30 days before the review date.

Requires the drain commissioner to serve notice on county clerks, road commission members, township clerks, city clerks, and village clerks at least 30 days before the apportionment review (previously allowed personal service).

Clarifies that parcels or tracts partially located within a drainage district may be considered entirely within the district for purposes of the notice description.

Modifies language regarding the adjournment of apportionment reviews and allows the drain commissioner to call a new meeting with proper notice if computations are not completed.

Changes notification method to the state transportation department regarding state trunk line highway apportionments from registered mail to certified mail, with the notice required at least 20 days before the review.
