Amends the child care licensing and regulation act to establish criminal history check requirements and eligibility disqualifications for individuals seeking child care licenses, household members, and staff.

Disqualifies individuals who refuse criminal history or central registry checks, or who knowingly make false statements or omit information on such checks.

Permanently disqualifies individuals registered on sex offender registries or convicted of serious felonies including murder, child abuse, sexual crimes, kidnapping, arson, assault, human trafficking, and certain weapons offenses.

Disqualifies individuals convicted of violent misdemeanors against children (child abuse, endangerment, sexual assault) and child pornography misdemeanors without time-based exceptions.

Establishes time-based disqualifications for felony drug offenses (7 years), other specified felonies (10 years), and certain misdemeanors involving substance use, fraud, assault, and weapons offenses (5 years).

Takes effect 90 days after enactment and is contingent on passage of HB 6169.
