Removes section 6 from the list of provisions that do not apply to animal control shelters, animal protection shelters, licensed/approved persons, zoological parks, sanctuaries, law enforcement officers, and veterinarians providing care.

Clarifies that the U.S. Fish and Wildlife Service is part of the Department of the Interior and updates references to the Association of Zoos and Aquariums and American Sanctuary Association with proper capitalization.

Allows persons conducting for-profit or nonprofit businesses with Class C federal licenses to permit patron contact with bears under 36 weeks of age or weighing 90 pounds or less, if they otherwise meet Large Carnivore Act requirements and held bears before March 26, 2013 or acquired such a business from someone who did.

Exempts circuses from the Large Carnivore Act provisions.

Takes effect 90 days after enactment.
