Prohibits vessel operators from deploying anchors or other equipment that contacts lake bottomlands in a specified area of the Straits of Mackinac without prior written permission from the department director or in emergency situations.

Defines the restricted area using precise latitude and longitude coordinates bounded on the west and east by specific geographic lines in the Straits of Mackinac.

Requires persons seeking permission to use anchors or equipment in the restricted area to submit a written request to the department that includes a precise description of the requested area and the reason for the request.

Exempts vessels exercising tribal usufructuary rights reserved under the March 28, 1836 Treaty of Washington and the November 2, 2007 Consent Decree from the anchor restrictions.

Establishes penalties of up to 2 years imprisonment and/or a fine of up to $10,000 for first violations, and up to 5 years imprisonment and/or a fine of up to $15,000 for second or subsequent violations.
