Amends licensing and revocation procedures for livestock dealers and brokers, allowing the Department of Agriculture to refuse, suspend, or revoke licenses for violations including unpaid livestock purchases, false statements about animals, and failure to comply with animal movement requirements.

Requires livestock auctions, collection points, and buying stations to ensure animals meet official identification, testing, and permitting requirements under the Animal Industry Act before being unloaded from transport vehicles.

Establishes facility standards for licensed livestock auctions including proper flooring, drainage, manure management, cleaning and disinfection protocols (with approved disinfectants for diseased animals), water provision every 12 hours, and segregation of infected animals.

Restricts swine sales at livestock auctions to immediate slaughter unless permitted by the director, except healthy unrestricted swine may be sold when unloaded and delivered directly to transport vehicles without contacting other swine.

Takes effect 90 days after enactment and is conditional on House Bill No. 6205 of the 99th Legislature being enacted into law.
