Removes the requirement that marriage license applicants seeking confidentiality be "of the opposite sex," allowing same-sex couples to obtain marriage licenses without publicity.

Allows a judge of probate to issue a confidential marriage license when a person requests to keep their marriage date secret and demonstrates good reason in a sworn application.

Permits a judge of probate to authorize a retroactive date on a marriage license through a nunc pro tunc order.

Requires parental or guardian consent for underage marriages accompanied by written requests, with specified exceptions for incarcerated, institutionalized, or unreachable parents.

Effective only upon enactment of House Bill 6233 and passage of a joint resolution amending the Michigan Constitution.
