Grants community college boards of trustees authority to designate public safety and police officers as peace officers with law enforcement powers, subject to two public hearings before implementation.

Creates a mandatory public safety advisory committee comprised of two faculty and two staff members to receive grievances against public safety/police officers and recommend disciplinary action for misconduct.

Restricts community college peace officers to investigating only first or second degree murder, domestic violence, sexual violence or contact crimes, and assault with a weapon, with consultation required through the campus crime commission.

Requires community college public safety departments to submit monthly uniform crime reports to the state police and mandates officers notify the campus crime commission when they receive information about covered violent crimes on college property.

Establishes criminal penalty of up to 90 days imprisonment or $1,000 fine for officers who willfully fail to notify the campus crime commission of reportable crimes.
