Creates the Campus Crime Investigation Act and establishes a Campus Crime Commission within the Department of State Police to investigate serious crimes occurring on college and university campuses.

Commission membership consists of 12 licensed law enforcement investigators/detectives: 5 from the state police, 5 from county sheriffs, and 2 from municipal police departments, appointed by the governor for 4-year terms.

Commission may accept or reject the transfer of investigations involving first or second degree murder, domestic violence, sexual violence crimes, or assault with a weapon occurring on campuses, and oversees any accepted investigations.

Department must provide at least 2 full-time administrative staff to support the commission and reimburse law enforcement agencies for compensation of county and municipal members conducting investigations.

Appropriates $1,500,000 for the 2018-2019 fiscal year with the intent to appropriate the same amount annually; act takes effect 90 days after enactment and is contingent on passage of related bills HB 6240, HB 6266, HB 6270, and HB 6271.
