HB 6247 Summary

• Expands definition of "abatement" to include replacement of in-home plumbing and fixtures that may contribute to lead exposure, and installation of water filters if testing shows lead levels above 5 ppb.

• Adds water testing and lead-in-water abatement to the scope of certified inspectors and risk assessors' duties, enabling them to conduct water quality investigations and recommend water filtration measures.

• Lowers the blood lead level threshold for case management of children 6 years or younger from 10 to 5 micrograms per deciliter, and requires department contact initiation when blood lead levels exceed 5 micrograms per deciliter.

• Requires the lead safe housing registry to include information about measures taken to abate lead in water used for drinking and household purposes, in addition to existing lead-based paint hazard information.

• Enacts provisions contingent on passage of HB 6243, HB 6244, HB 6245, and HB 6246, and approval of the clean Michigan initiative reauthorization at a general election.
