Amends Michigan Penal Code Section 49 to expand animal fighting prohibitions to include collecting "property, or any other thing of value" in addition to money when organizing or promoting animal fights.

Establishes felony penalties for violations of subsections (2)(a)-(e): imprisonment up to 4 years, fines of $5,000-$50,000, and 500-1,000 hours of community service.

Establishes felony penalties for violations of subsections (2)(f)-(h): imprisonment up to 4 years, fines of $1,000-$5,000, and 250-500 hours of community service.

Creates enhanced criminal penalties for owners who incite fighting animals to attack persons, ranging from misdemeanor charges (up to 1 year imprisonment for non-fatal attacks) to felony charges (life imprisonment or 15+ years for fatal attacks).

Requires confiscation of fighting animals as contraband and forfeiture of all animals, equipment, and money involved in violations; courts may order owners to pay prosecution costs and animal care expenses.
