Establishes the "Community College Opportunity Scholarship Act" administered by the Michigan Higher Education Assistance Authority to provide scholarships covering tuition and mandatory fees at eligible community colleges.

Eligible students must be Michigan residents who enroll full-time (at least 12 semester hours) at an eligible community college in the fall term immediately following high school graduation, home school completion, or obtaining a high school equivalency diploma before age 19.

Scholarship recipients must maintain a minimum 2.0 cumulative grade point average, pass all pass/fail classes, participate in mentoring and community service programs, and complete the FAFSA each year.

Scholarship amount equals tuition and mandatory fees at the eligible community college minus all other gift aid received, with other aid credited first to tuition and fees.

Scholarship eligibility ends upon earning a certificate or associate degree or after attending 4 semesters over a 2-year period; exceptions allow continuation during approved medical or personal leave of absence not exceeding 6 months total.
