Amends 1990 PA 120 to clarify the authority and standards for public safety officers at public 4-year institutions of higher education.

Requires public safety officers granted peace and police powers to meet minimum employment standards under the Michigan Commission on Law Enforcement Standards (1965 PA 203, MCL 28.601 to 28.615).

Limits investigations by campus public safety officers to first or second degree murder, domestic violence, crimes involving sexual violence or contact, and assault with a weapon, conducted in consultation with the campus crime commission.

Mandates that all public safety departments at public 4-year universities submit monthly uniform crime reports to the Michigan State Police under 1968 PA 319, MCL 28.251.

Makes it a misdemeanor punishable by up to 90 days imprisonment or a $1,000 fine for public safety officers to willfully neglect notifying the campus crime commission of serious crimes occurring on institutional property.
