Establishes that persons must obtain construction permits from the department before constructing sewerage systems, filtration plants, or treatment works, with options for expedited review.

Allows the department to provide verbal approval for minor modifications to construction permits due to unforeseen site conditions during construction, with written approval required within 10 days and a 2 business day confirmation response requirement.

Makes violation of permit requirements a misdemeanor punishable by a fine of up to $500 or imprisonment for up to 90 days, or both.
